Rabla 2025: A New Chance to Register! Additional Budget for Individuals

The Administration of the Environmental Fund (AFM) has brought excellent news for all Romanians who want to exchange their old car for a new and less polluting one. A new registration session for the Rabla 2025 Program for individuals officially opens on December 16, at 10:00, and will run until the end of the year, on December 31, at 23:59, or until the funds are exhausted.

This additional session is welcome, given that previous sessions, especially those dedicated to internal combustion and hybrid cars, have quickly exhausted the budget, sometimes in just a few minutes.

Allocated Budget: Redirecting Funds

The funds made available for this new round of applications come mainly from rejected files or from reserved amounts for which not all procedural steps have been completed, according to the AFM. The budget is structured as follows:

•     22.2 million lei for the purchase of new vehicles with thermal/hybrid engines (including LPG/CNG and motorcycles).
•     14.5 million lei for the purchase of electric vehicles and Plug-in Hybrids (including electric motorcycles).

The Value of Ecolabels Remains Unchanged

The good news for applicants is that the value of state subsidies (eco-tickets) remains at the level established for the Rabla 2025 program:

Important Note: The maximum purchase value for electric and Plug-in Hybrid vehicles is limited to 70,000 euros, VAT included.

Essential Steps for Registration

Those interested should act quickly and be prepared to register, given the extremely high demand.

•     Choosing the Manufacturer/Dealer: Although registration is done in the AFM computer application, the applicant must contact a manufacturer validated in the Rabla program. It is recommended that the desired car be chosen in advance.
•     Online Registration: Starting December 16, 10:00 AM, the individual registers in the AFM application. Upon completion, the system generates a registration number and reserves the value of the eco-ticket within the budget limit.
•     Completing the File: After obtaining the registration number, the applicant has 10 days to complete the chassis series of the used vehicle and upload the necessary documents to the application, according to the financing guide.

Basic Conditions for Cancellation

•     The used vehicle must be at least 8 years old from the date of first registration in Romania.
•     The scrapped car must be complete (engine, body, wheels, etc.).
•     The owner of the used car must have had it registered in his name for at least 3 years.

A Race Against Time

The experience of previous sessions shows that funds, especially those for Classic Junk (thermal engines), can run out in a few hours, or even minutes, due to the popularity of the program.

This new chance from AFM represents a final opportunity for many Romanians to benefit from the government subsidy this year, thus contributing to the renewal of the national car fleet with safer and more environmentally friendly cars.
